There has never been much armed opposition in Venezuela. The most likely
source of armed opposition are existing gangs or militias that Maduro can
no longer afford to feed. Maduro allows groups moving in this direction to
operate as bandits, as long as they live off their neighbors and do not
attack Maduro's control of the country. This approach means more and more
of the country will turn into a lawless wasteland, not unlike Somalia and
other parts of Africoonia. Maduro and his cronies are willing to do that
to hang onto the oil and power.
